BPD News: New Business Plan, 2007-12Based on the findings of the DFID-sponsored evaluation last year in which it was unambiguously found that “BPD is doing the right things and doing them well”, a number of discussions at BPD’s Board level have focused on how the organisation should develop in the coming years. The result is a new 5-year business plan that maps out BPD’s efforts to meet demand. BPD has maintained its overarching mission [to promote more effective delivery of safe water and sanitation services for poor communities in developing countries through multi-stakeholder partnership approaches]. Based on experience, though, BPD has refined its vision of systemic change with a view that the scope, purpose, structure and resource requirements of partnerships need to be more rigorously negotiated. For this to happen, partners need to create appropriate spaces for constructive dialogue. Events: Developing Partnerships in Practice: BPD Skills Training. Lilongwe, Malawi – 5-8 June 2007Interest-based negotiation, analysing partnership enablers and disablers, roles and responsibilities for sanitation, planning how to exit… These were just some of the topics covered in the recent BPD partnership skills course offered in early June in Malawi. A diverse, vibrant and dedicated 40 participants from across the public, private and civil society sectors participated from 9 countries across the region. BPD goes to Stockholm: 16th August, 9am-1pmArmed with very positive feedback from our interactive session at last year’s Stockholm World Water Week, BPD is designing an event (9am-1pm, Thursday 16th August: Room 451 Norra Latin) for Stockholm that explores two topics: pro-poor regulation and partnership accountability. Pro-poor regulation: In African cities well over half the people do not get their water straight from the utility. The situation is similar in Asia and Latin America. Fewer still have sewer connections. How useful to the poor then are regulations that focus on formal customers of the utility? Could these actually be an obstacle to progress? Where do informal providers fit in? At this year’s Stockholm Water Week, BPD hosts a free-flowing debate on this crucial issue. Come and share your views on whether regulation should play a more proactive role in partnerships providing water to the poor. Drowning in Accountability: Are water and sanitation partnerships losing their ability to innovate? Some multi-stakeholder partnerships spend a lot of time on getting their own governance right. Others are less attentive. This session will explore how resource and risk allocation in multi-stakeholder partnerships can be fit for purpose. Can partnerships create accountable structures for internal co-ordination and external legitimacy that still allow for flexibility and innovation?
