In water service delivery, accountability has various delegated layers with delegated management. Complementary to that is oversight i.e. monitoring compliance with laws, regulations, procedures and contracts. Transparency is a prerequisite for accountability, with clear and open avenues for information-sharing provided by elected officials and other stakeholders being a basic requirement for compliance with this regulation.

Power-balanced partnerships’ and ‘shared incentives’ are two of 10 key dimensions necessary for ensuring a PPP’s viability. Different organisations generally interact with each other through either stated or unstated hierarchies. Such hierarchies can manifest themselves through funding or oversight arrangements, moral suasion or on the basis of knowledge and information. Partnerships need to find ways to ensure greater horizontal accountability, recognising and respecting the contribution, constraints and incentives for each partner. Contracts and renegotiation of contracts need to be framed around win-win arrangements that do not appear to unduly favour any one partner. The guidance in this document should help to redress imbalances.
