Accountability and transparency are two of the 10 key dimensions found to significantly affect the viability of water and sanitation services in developing economies.
In water service delivery, accountability has various delegated layers with delegated management. Complementary to that is oversight i.e. monitoring compliance with laws, regulations, procedures and contracts. Si les contraintes de la régulation peuvent avoir un impact majeur sur l'action menée dans le cadre des partenariats tri-sectoriels 3, les acteurs impliqués accordent rarement la priorité à cet aspect du projet. Quant aux instances de contrôle, elles ne comprennent pas toujours l'intérêt d'une coopération avec les partenariats locaux axés sur l'approvisionnement en eau et l'assainissement dans les quartiers populaires. Basé sur l'expérience tirée des projets-pilotes BPD 4, le présent rapport plaide pour un dialogue plus ouvert entre les instances de régulation et les partenariats. Il s'agit pour les premières de prendre conscience de l'importante contribution que les partenariats pourraient apporter à l'orientation de la régulation en faveur des plus pauvres. This paper presents an overview of emerging shifts in approaches to Public-Private Partnerships (PPPs) in the water and sanitation sector. Based on interviews with 21 professionals who are actively involved in the field, the analysis focused on four areas: contracts, regulation, finance and stakeholder engagement. Whilst there are obvious limitations to using interviews as a methodology, our aim was to determine experts’ perceptions of where the trends in PPPs are headed.

The recent trend of ‘admitting failure’ in aid and development forces sanitation practitioners, researchers and policy-makers to ask if the sanitation sector can and should address failure more openly in order to improve its work. L’élaboration et le suivi d’un ensemble d’indicateurs soigneusement sélectionnés et adaptés à des projets de partenariat spécifiques permettent d’établir de meilleures voies de communication, davantage de transparence et consolident ainsi les relations entre partenaires. L'objet de ce rapport est d'étudier le recouvrement des coûts dans les 8 projets pilotes du groupe Eau et Assainissement qui sont en cours en Afrique du Sud, en Argentine, en Bolivie, en Colombie, en Haïti, en Indonésie, et au Sénégal. Les enseignements que l'on peut tirer du déroulement de ces projets constituent une riche source d'informations sur la mise en place de programmes Eau et Assainissement pour les populations défavorisées. L'objectif du BPD consiste donc à déterminer si un partenariat entre le secteur public, le secteur privé et la société civile facilite ou non le recouvrement des coûts dans les projets pilotes.
Le recouvrement des coûts n'a à aucun moment été envisagé comme un indicateur de réussite des partenariats et les projets-pilotes ne prévoyaient pas, dans l'ensemble, le recouvrement de la totalité des coûts (investissement et exploitation). Il ne s'agit donc pas ici d'évaluer chaque projet en fonction de son taux de recouvrement mais plutôt de tirer les enseignements des diverses approches adoptées. La diffusion des acquis devrait bénéficier non seulement aux projets BPD eux-mêmes (qui sont pour l'essentiel toujours en cours) mais aussi à une audience plus large.
La rentabilité des projets d'eau et d'assainissement est un facteur essentiel à leur pérennisation. In developing countries, the sanitation market is dominated by small private providers, usually very local in nature and often benefitting from little outside support. The key issue is how to combine a largely private relationship with an appropriate regulatory and supportive role from the public sector. This article discusses the situation from the perspective of sanitation professionals, suggesting concrete ways to strengthen the urban sanitation market.
In this paper, we take one aspect of the ‘sanitation as a business’ debate - emptying and transport - and use this as a means to highlight some of the issues and broader trends that affect the entire ‘urban sanitation market’.
